The digital transformation of public administration is taking place within the
complex interplay of innovation pressures, the rule of law, and geopolitical and technological
dependencies. Digital resilience and digital sovereignty have become central guiding principles for
government action. The RVI 2026 conference examines digital resilience and sovereignty both as
concepts of protection and stability and as potential drivers or obstacles to open administrative
innovation. The focus is on legal, technical, as well as organizational aspects and their
interrelationships.
The conference offers an interdisciplinary forum for exchange between academia
and practice. It aims to gain a better understanding of the conditions under which digital
resilience and sovereignty promote innovation — and where they appear as structural or regulatory
constraints.
The RVI 2026 will take place on September 24–25, 2026, at TU
Dresden, in conjunction with the GI Annual Conference INFORMATIK 2026.
